I read the article and the slides. No where was it mentioned that this was to circumvent censorship.
A sibling comment to this one is about Florida (though, the author appears to be in London). But, the only places I’ve experienced Wikipedia being blocked is on airplanes (well, unless you pay, everything is blocked).
