I think there's a tipping point. You start with a configuration or markup language. Then you add and add and add and next thing you know, you've built a very simple scripting language.

It's kind of like those people who cobble together a Turing complete implementation of HTML+CSS or Magic: the Gathering game. You can kind of stumble into completeness.
