The dupe detector works on full URL, not domain. The dupe detector only has effect within 8 hours of the same URL being submitted earlier, unless the earlier submission gets significant discussion then it has effect for 12 months.

Sure, but please just flag submissions rather than posting comments like this. The guidelines are explicit about this:
Please don't complain that a submission is inappropriate. If a story is spam or off-topic, flag it.
If a story hangs around on the front page even after you've flagged it, you can always email us (hn@ycombinator.com) and we'll take a look. That will get our attention much more quickly than a comment.
Please don't fulminate or advocate violence here. HN is not the place for this kind of rhetoric. You may not owe federal government agents better, but you owe the HN community better if you want to participate here. Then what place is? Genuine question. It seems like not a single such place remains, intentionally, as the owners of all these places decided in their group Whatsapp chat when it turned out the majority of the population rightly understood the United Healthcare case was a net positive to society.

We make a point of not moderating HN in that way. The guidelines are clear that HN is for curious conversation not waging battle, and idealizing violence is never OK here, no matter the nationality of the imagined target. We consider this important because we want this to be a place where people from all countries can participate in discussions as individuals and not feel threatened with violence because of where they were born.
